Vehicle speed fluctuates in playback

I ride a class 3 electric bike, so I spend a lot of time cruising at 20-25 mph and going down hills at 28-35. Especially at downhill speeds, my "mph" value in the playback dashboard tends to fluctuate dramatically. In one extreme example, 70 seconds long, I sped up from 23 mph to 32 and slowed down to 20. In the playback, my speed flips between low (15-20) and high (30-45) eleven times! Would it be possible to smooth out these fluctuations, or are they caused by things that are out of your control, like the phone's reported location data?
